Cesar currently works as a Data Scientist at Urbint on the application of Machine Learning (ML) to prevent damages to utilities infrastructure in the US and Canada. During his PhD studies at the University of Western Ontario (UWO), he conducted research on ML-based methods for efficient congestion control in computer networks. He served as the VP External of the Graduate Engineering Society at UWO (2018-2019), the Vice-Chair of the Young Professionals Affinity Group of the Institute of Electrical and Electronics Engineers (IEEE), London Section (2019-2020), and the Vice-Chair of the IEEE Computer Society, London Chapter (2020-2021).
